The national accreditation system in Belarus complies with European and international requirements

In the last days of May this year it was decided that the Belarusian accreditation body meets European and international requirements. The decision was made by the Council of the organization "European cooperation in the field of accreditation" (EA MAC) based on a review of the results of the comparative assessment of the National Accreditation System of the Republic of Belarus made in November 2019.

Based on the positive assessment of the report of the group of international experts, and also taking into account the final recommendation of the working group of the EA MAC Council, it was confirmed that the Belarusian State Center for Accreditation (BSCA) has successfully implemented the requirements of the new versions of international standards:

  • ISO/IEC 17011:2017 “Requirements for accreditation bodies accrediting conformity assessment bodies” which specifies requirements for the competence, consistent operation and impartiality of accreditation bodies assessing and accrediting conformity assessment bodies.
  • ISO/IEC 17025: 2017 “General requirements for the competence of testing and calibration laboratories” which specifies the general requirements for the competence, impartiality and consistent operation of laboratories.

What's more, not only has the mutual recognition of accreditation in the field of testing, calibration, product certification, personnel, management systems been confirmed, but also the scope has been expanded to include the accreditation of inspection bodies, medical laboratories and qualification verification entities.

The extension of the agreement in these areas at the regional level also extends the scope of their recognition at the global level under agreements with the international organizations ILAC and IAF, which associate accreditation bodies. Being a party to this global agreement enables Belarus to recognize the results of conformity assessment carried out in that country for international trade on an equal footing. As a result, Belarusian enterprises and organizations will be able to reduce the cost of exporting products and services, thereby increasing their competitiveness on the international trade market.

The Republic of Belarus joined these agreements at the end of 2018. In accordance with the procedures established by EA in 2019, a reassessment was carried out to confirm this status and extend its recognition. The evaluation program was widespread and comprehensive. From November 11 to November 15, 2019, 10 international experts from Belgium, Bulgaria, Great Britain, Germany, Greece, Romania, Croatia and the Czech Republic checked the implementation of basic international standards in the field of conformity assessment, ILAC, IAF and EA international documents by the Belarusian accreditation system and meeting European requirements in the field of accreditation and conformity assessment. Experts positively assessed the Belarusian accreditation system. The next assessment is scheduled for 2023.
