Ongoing discussion on an updated standard development program for the technical regulations for fats and oils

On February 11, 2021, a public discussion began on the draft of the updated program for the development and revision of the standards required to meet the requirements of the technical regulation TR CU 024/2011 "Technical regulations for fats and oils". The draft program was created to replace the previous program, which was approved on the basis of the decision of the Board of the Eurasian Economic Commission No. 290 of December 10, 2013.

Amendment and revision of the existing standards

The presented draft of the new program includes 36 proposals for the development, amendment and revision of international standards for various types of fat and oil products. Some of the GOST compliance certificates that have not been completed on time under the current program have been proposed for implementation in the new program, taking into account the extended development period.

Coconut, palm and palm kernel oils

The situation described above concerns, among others, issues related to the development of GOST certificates for products such as:

  • coconut oil
  • palm oil and its derivatives
  • palm kernel oil and its derivatives

Organized work on the development of specific, consistent standards for these products has been going on since 2013. Currently, the completion date has been postponed to 2021. The entity responsible for developing the project for the entire Eurasian Economic Union remains the Russian Federation.

Deadlines for the development of standards have been set 

For most standards, one year is scheduled to develop and implement changes. According to the assumptions, the new program will be completely implemented by 2026. The ongoing public discussion on the program assumptions will end as planned on March 13, 2021.

The unit responsible for developing the project for the entire Eurasian Economic Union remains the Russian Federation. The exceptions are two standards, the development of which is the responsibility of another country - the Republic of Kazakhstan.
