Deadline to introduce some of the standards for pyrotechnic products extended until 2023

The technical regulations of the Eurasian Customs Union "On the safety of pyrotechnic products" entered into force on February 15, 2012 by the decision of the Eurasian Customs Union No. 770 of August 16, 2011 and applies to all pyrotechnic articles released for circulation in the customs territory of this Union, regardless of the country of origin.

Changes in the safety regulations of pyrotechnic products

The decision of the Council of the Eurasian Economic Community of July 28, 2020 amended the document of December 25, 2018. No 217 "On the list of international and regional standards, and in the absence of national (state) standards, as a result of which on the basis of compliance with the technical regulations of the Customs Union "On the safety of pyrotechnic articles" (TR CU 006/2011).

The deadline for compliance with the standards has been extended until 01/01/2023.

The key change concerns the extension of the deadline for the application of certain standards necessary to meet the requirements of the above-mentioned technical regulations. The decision to change the effective date from 01/07/2020 to 01/01/2023 apples to:

  • GOST R 51270-99 "Pyrotechnics. General safety requirements "(column" Note ")
  • item 3 of the list of international and regional standards, and in their absence - national standards containing the principles and methods of testing and measurements, including the rules for sampling, necessary applications and meeting the requirements of the technical regulations of the Customs Union "On the safety of pyrotechnic products" (TR CU 006 / 2011)
  • performance of conformity assessment of technical regulations objects, approved by the above-mentioned by decision, in relation to GOST R 51271-99 "Pyrotechnic articles. Test methods (column "Note").

The extended deadline will allow the requirements to be adjusted to international standards

This time will allow the Russian Federation to complete work on accession to the interstate standards GOST 33732-2016 "Pyrotechnic products. General safety requirements” and GOST 33950-2016 "Pyrotechnics. Test methods". This decision shall enter into force 30 calendar days from the date of its official announcement and apply to legal relationships established on 1 July 2020.
