The export ban and the procedure for exporting goods from Russia have been adopted

The government of the Russian Federation has approved the list of products for which the export ban has been introduced. The complete list is provided in the appendix to Government Decree 311 of March 9, 2022.

The export ban is a response to sanctions

The ban on the export of certain groups of goods is a temporary measure implemented to ensure socio-economic security in the face of the sanctions imposed. The ban is valid until December 31, 2022. The export ban will cover, inter alia, electronics, pharmaceuticals and means of transport. The export ban does not apply to the goods listed in paragraph 2 of Decree 311.

Special export permits

Not all goods from the above-mentioned list of exceptions can be freely exported to the member countries of the Eurasian Economic Union, as well as to Abkhazia and South Ossetia. Government Decree 312  of 9 March 2022 contains lists of products for which a special permit is required.

Licensing authorities

Depending on the type of goods, the permit will be issued by:

  • Ministry of Industry and Trade

  • Ministry of Agriculture

  • Ministry of Digital Development, Communications and Mass Media

  • Ministry of Transport

  • Ministry of Natural Resources and Environment


Individual departments will independently determine the procedure for obtaining permits.

Additional information

In addition, a ban on the export of goods to hostile countries was also established, valid until December 31, 2022. Government Decree 313 of March 9, 2022 contains two annexes - with a list of countries and a list of products. Lists of goods and prohibition or export authorization regulations are constantly adjusted and further changes can be expected.
