Public discussion on the list of railway products subject to conformity assessment with the requirements of the technical regulations
On December 2, 2021, a 20-day public discussion on three draft lists of products subject to mandatory compliance with the requirements of the so-called "railway" technical regulations began.
"Railway" technical regulations
The aforementioned project concerns draft lists of products for which, when subject to appropriate customs procedures, compliance with the technical regulations must be confirmed. These are the three so-called "railway regulations":
- technical regulations TR CU 001/2011 "On the safety of rolling stock"
- technical regulations TR CU 002/2011 "On the safety of high-speed rail transport"
- technical regulations TR CU 003/2011 "On the safety of railway transport infrastructure"
Division on the lists of products of the TR CU 001/2011 technical regulations
The list of products submitted for discussion in accordance with the technical regulations TR CU 001/2011 includes 109 items. These items were combined into two divisions:
- Rolling stock
- Elements of rolling stock
Category 1 products include open and covered wagons, diesel trains, electric shunting locomotives and transporters. They are subject to confirmation by a certificate of compliance. For products from category 2, depending on their type, a certificate or a registered declaration of conformity may be issued. A declaration is required, for example, for high-voltage equipment boxes and inter-car connections, passenger seats, starting resistors, etc.
Division on the lists of products of the TR CU 002/2011 technical regulations
The list of products subject to the provisions of the technical regulations TR CU 002/2011 consists of 119 items, divided into three sections:
- Elements of the components of high-speed rail transport infrastructure subsystems
- High speed rolling stock
- Elements of high-speed rail rolling stock.
The second category, including, inter alia, two system electric trains and wagons, is required to submit a declaration of conformity. On the other hand, the certificate is required for fastening elements of railway switches, air distributors, brake discs and others.
One product category of the TR CU 003/2011 technical regulations
The list of products for the technical regulations TR CU 003/2011 is one group of goods - components of high-speed rail transport infrastructure subsystems. It includes 59 items. The certificate of conformity is issued for electromechanical switch drives, track springs elements, pointed railroad rails and many other products. The declaration of conformity applies, among others, to diode earthing switches and nuts for embedded bolts.
The draft emphasizes that each list is to contain a note that a certificate, and not a declaration of conformity, may be attached to the customs declaration.
