Procedure for importing products subject to conformity assessment to the EAEU countries

On December 21, 2021, the decision of the Council of the Eurasian Economic Commission No. 130 "On the procedure for importing products to the customs territory of the Eurasian Economic Union subject to mandatory conformity assessment in the customs territory of the EAEU" was officially published.

Important dates for the document

The document discussed in this article was adopted by the Council of the Eurasian Economic Commission on November 12 this year. The procedure will enter into force 60 calendar days from the date of publication, i.e. January 30, 2022, thus replacing the previous decision of the ECE Board No. 294 of December 25, 2012.

Scope of the document

The published procedure specifies the cases of the obligation to comply with the measures of the technical regulations, documents confirming compliance with these measures, customs procedures, as well as the types of products for which confirmation of compliance is not required. The annex to the document contains a template of the notification of confirmation of the use of imported products subject to conformity assessment in the EAEU, for which confirmation of compliance with the standards of the technical regulations is not required when placed under customs procedures.

When is confirmation of compliance required?

Compliance with the provisions of the technical regulations must be confirmed when the imported products have been:

  • included in the lists of goods subject to mandatory compliance with the requirements of the EAEU technical regulations
  • included in the Unified List of Goods for which mandatory requirements have been established in the EAEU

Customs procedures

In the field of customs procedures, obtaining permits is necessary when products are placed under customs procedures such as:

  • release for domestic consumption
  • refusal in favor of the state
  • free customs zone (on the territory of special economic zones)
  • special customs procedure


The exceptions are products for which, in accordance with the requirements of the technical regulations, state registration or a veterinary-sanitary inspection must be carried out.
