New requirements for testing laboratories when carrying out the mandatory conformity assessment of products come into force
On December 1, 2021, new regulations governing the principles of work of accredited units, the composition and competences of their employees, as well as the required technical equipment of units accredited by the Federal Accreditation Service, entered into force.
Legislation on research laboratories
The law discussed in this article was established by a document approved on the basis of the Order of the Ministry of Economic Development of the Russian Federation No. 704 of October 24, 2020. It entered into force on January 1, 2021, although some provisions were implemented late.
What information should be provided to the FAS?
From January 1, 2021, accredited testing laboratories performing tests related to the mandatory confirmation of product conformity are required to provide the Federal Accreditation Service with information and scanned copies of documents on:

Tests, including data on issued test reports with a date and number, performed on:

Equipment and measuring instruments used during tests to perform the work related to the mandatory confirmation of compliance

subjects of research and relevant documents and / or standards defining the principles and methodology of research

to the applicant who registered himself to the testing laboratory for testing, providing the applicant's name and contact details and the date of such application.

Test results in interlaboratory comparative tests.
In addition, if, in accordance with the requirements of the technical regulations of the Eurasian Economic Union or the legislation of the Russian Federation, it is approved that the testing laboratory carries out an examination or other types of research work by issuing an appropriate document on the basis of the results of such work, information about them should also be sent to the Federal Accreditation Service.
New information required as of December 1, 2021
Please note that as of December 1, 2021, accredited testing laboratories will have to submit to the Federal Statistical Service of the Federal Accreditation Agency the following additional information when carrying out their compulsory conformity assessment:

date of receipt of the sample for testing

date and place of sampling, if the selection was made by the testing laboratory
-
start and end date of the research
-
the address where the tests are to be carried out (in the case of work in temporary workplaces)
