Information from the Russian Accreditation Agency on the conformity assessment of drinking water

On October 21, 2021, on the website of the Federal Accreditation Service, information about the guidelines for the infrastructure for assessing compliance of drinking water with the technical regulation "On the safety of bottled drinking water, including natural mineral water" was published.

 The regulations will apply to all water producers

At the International Technology Forum "Russian Standardization Week", as part of the visit of the Working Group on Counteracting Illegal Circulation of Drinking Water of the Federation Council Committee for Agriculture and Food Policy and Environmental Management, the information on the assessment of drinking water compliance was presented by the deputy director of the FSA. Director stressed that from 1 January 2022, the application of the EAEU TR 044/2017 technical regulation for bottled drinking water would become mandatory for all declarations.

End of the transition period

At the same time, the transitional period for the technical regulations on water ends on this date. From that moment on, the conformity assessment documents for water issued or adopted in accordance with the previous national regulations will be considered invalid. Registration of such documents is possible only in accordance with the requirements of EU technical regulations.

Two possible forms of conformity assessment

The Federal Accreditation Agency also recalled that drinking water compliance assessment provides for two forms:

  • state registration
  • declaration of conformity

Important information - a declaration of conformity must be prepared for bottled drinking water, and a state registration certificate is required for healing natural mineral water, as well as for water intended for children.

In order to be able to apply for state registration, it is necessary to have the results of testing drinking water samples. These tests are carried out by an accredited testing laboratory located in the national part of the unified register of EAEU conformity assessment bodies.

What are the most common requirements violations?

So far, the Unified Register of issued certificates of conformity and registered declarations of conformity contains information on 4241 statements confirming compliance with the EAEU TR 044/2017 technical regulations.

According to the information provided by the FSA, the most common violations in the scope of declaring conformity of drinking water are non-compliance with the requirements regarding the number of necessary tests and labeling.
