Draft technical regulations for high voltage devices
On July 30, 2021, the decree of the Board of the Eurasian Economic Commission on the draft technical regulations "On the safety of high voltage equipment and apparatus" came into force. According to the published information, these regulations will enter into force on July 1, 2024.
Procedure for adopting technical regulations
This document is an official confirmation of the decision of the Eurasian Economic Commission Council to adopt the new technical regulations of the Eurasian Economic Union regarding high voltage devices. Approved draft regulations will follow the standard procedure and will be sent for consideration to the Council of the Commission.
Changes in relation to the draft regulations
In our previous publications, the most important aspects of the technical regulations have been described in detail. However, it should be noted that the draft presented by the Commission differs in several ways from the original proposal of provisions.
A detailed list of products to which the provisions of the regulations apply has been established. It concerns high voltage equipment manufactured in the territory of the Eurasian Economic Union and intended for the production, transmission, distribution and processing of electricity. These include:
- switches
- wires
- transformer substations
- circuit breakers
- wires
Declaration of conformity of high voltage equipment
Confirmation of the compliance of high voltage equipment is carried out with the help of a declaration of conformity. 3D, 4D, 5D (for products classified as innovative) and 6D diagrams are used for this. The documents necessary to carry out the conformity confirmation procedure, depending on the scheme, include:
- copies of technical documentation
- test reports of laboratory samples
- description of the risk assessment performed and the adopted technical solutions
- contract concluded with the manufacturer
- management system compliance certificate
- information on the registration or registration number of the applicant.
Other possibilities for confirming compliance
It is worth knowing that the declaration of conformity may be replaced by a certification by the applicant's decision. Diagrams 1c, 2c - for high voltage devices produced in series and diagrams 3c, 4c - for a single product or batch are used for this purpose.
