Register of chemicals and chemical mixtures 

On February 18, 2021, a public discussion regarding the project to create and maintain a register of chemicals and mixtures, as well as the submission of new mixtures to the register in the territory of the Eurasian Economic Union countries began. This discussion is scheduled to end on April 1, 2021.

Step necessary to implement the requirements of the technical regulations TR EAEU 041/2017

The development of the register was necessary to meet the requirements of TR EAEU 041/2017 "On the safety of chemical products". It is about the provisions contained in chapters IV and XI. The regulations were adopted by the decision of the Council of the Eurasian Economic Commission No. 19 of March 3, 2017 and entered into force on June 1, 2021.

How will the chemicals register work?

The procedure of creating and maintaining a register of chemical substances and mixtures has been established to ensure proper conformity assessment of chemical products. The register will be divided into national sections that will be assigned to the appropriate authorities of each member state of the Eurasian Economic Union. The language of the register will be Russian.

Formula for describing the substance in the register

The cataloged substances will be divided into two categories: chemicals and mixtures. In order to be able to register a given chemical substance or a mixture, an information documentation with an assigned individual number will have to be created. It will be created based on the following scheme:


Where the first character is the category:

  • chemical substance - marked with the letter "V"
  • mixture - marked with the letter "S"

The remaining characters are the 8-digit serial number of the product in question in the register. Each code is unique. In order to avoid a duplication of a substance in the register, a new number will not be issued if information on the substance or mixture is already included in the register.

Transitional period to adapt to the requirements of the regulations

Please remember that the draft provides for a transition period until November 1, 2024. During this time applicants will be able to submit information on chemicals to the Competent Body for inclusion in the register without going through the full notification procedure. This will only be possible if the applicant submits documents confirming trade in chemicals on the territory of the EEU before the entry into force of TR EAEU 041/2017. Such materials include:

  • contract for the purchase and delivery of a chemical substance
  • waybills
  • information on the presence of the chemical in the national register of chemical products of a member state of the Eurasian Economic Union
