Changes in the list of equipment of high pressure subjected to conformity assessment

From July 21 to August 10, 2021, a public debate took place regarding the draft changes in relation to the decision of the Board of the Eurasian Economic Commission, number 12 of January 22, 2019. On the basis of this draft, a list of products was adopted for which, upon customs declaration, it is required to attach a document of compliance with the standards of the technical regulations CU TR 032/2013 "On the safety equipment of high pressure" 

Changes for 4 types of gas and liquid tanks

The changes under discussion are planned for four items of the document, relating to various types of tanks:

1. Vessels for gases, liquefied gases, dissolved under pressure, vapors and used for working environments group 1 and having:

  • a maximum allowable operating pressure in excess of 0.05 MPa, a capacity greater than 0,001 m 3 and the product of the maximum allowable working pressure on the value of capacity, constituting more than 0.0025 MPa · m3 
  • a maximum allowable working pressure of over 20 MPa, capacity more than 0.0001 m3 to 0.001 m 3 inclusive. 


2. Receptacles for gases, liquefied gases, dissolved under pressure, vapors and used to working fluid in group 2 and having: 

  • a maximum allowable operating pressure in excess of 0.05 MPa, a capacity greater than 0,001 m3 and the product of the maximum allowable working pressure on the value of the capacity of well over 0,005 MPa · m3 
  • a maximum allowable working pressure of more than 100 MPa, capacity more than 0.0001 m 3 to 0.001 m 3 inclusive. 


3. Vessels intended to contain liquids used for working fluid in group 1 and having: 

  • a maximum allowable operating pressure is above 0.05 MPa capacity of more than 0,001 m3 and the product of the maximum allowable working pressure on the value of the capacity of well over 0.02 MPa · m3
  • a maximum allowable working pressure greater than 50 MPa, capacity over 0.0001 m3 to 0.001 m 3 inclusive. 


4. Vessels intended to contain liquids used for working fluid in group 2 and having: 

  • a maximum allowable operating pressure in excess of 1 MPa capacity of more than 0.01 m 3 and the product of the maximum allowable working pressure on the value of capacity, is more than 1 MPa · m3 
  • a maximum allowable working pressure of more than 100 MPa, capacity over 0.0001 m3 to 0.01 m 3 inclusive.

Change of foreign trade codes

In all the indicated items of the nomenclature used in the countries of the Eurasian Economic Union for goods covered by foreign trade codes 7419 99 900 0 and 8108 90 900 9, it was proposed to replace them with codes 7419 80 000 0 and 8108 90 900 8, respectively. According to the published information, the updated version of the list should enter into force on January 1, 2022.
