New requirements in the field of fire safety and extinguishing devices

The Council of the Eurasian Economic Commission adopted a resolution "On requirements for fire safety and extinguishing devices" on July 24, 2017 (TR EAEU 043/2017). This regulation entered into force on January 1, 2020, thus replacing the existing national regulations.

The regulation establishes mandatory requirements for the implementation of fire safety procedures and fire fighting facilities systems on the territory of the member states of the Eurasian Economic Union, as well as labeling requirements for these products in order to ensure their free movement on the territories of the member states.

These regulation was introduced to increase the level of fire safety, to protect human life and health, to protect property and the environment from fire, to reduce the risk of fire, to prevent the spread of fire and also to reduce the risk of damage caused by fire.

Requirements for measures to ensure fire safety laid down in the technical regulations apply to their manufacture or use on the territory of the member states of the Eurasian Economic Union. The list of facilities to which the provisions of the regulations apply, as well as schemes of confirmation of compliance can be found in the annex attached to the regulation.

Fire fighting measures may be bring out on the Union market if they meet the requirements described in the technical regulation and if they get through the confirmation of compliance in accordance with Chapter VII of this technical regulation. If compliance with these requirements is not confirmed, they will not be able to be marked with a single trademark for goods on the Union market and will not be allowed to trade in the countries of the customs union.

The certificate of compliance is made in the form of an EAC certificate or EAC declaration. The regulation clearly specifies which products require a declaration of compliance with the provisions of the regulations, and for which is required to go through a full certification process of compliance.
