The lists of products subject to certification and declarations come into force from September 1, 2022
On December 30, 2021, the Decree of the Government of the Russian Federation No. 2425 of December 23, 2021 was published. It adopted updated lists of products subject to certification and declaration of conformity in accordance with the requirements of the standards. They will replace those approved by Decree of the Government of the Russian Federation No. 982 of December 1, 2009.

Changes to the list structure
The main changes concern, first of all, the structure of nomenclatures themselves. The updated versions contain not only the product name, but also additionally a list of standards setting product requirements and standards for test methods. Another change is to indicate TN VED EAEU codes instead of OKPD 2 codes. Lists are now numbered by product type, which is a convenience for people using them.
Review of the updated list of products subject to certification according to GOST standards
The new edition of the list discussed in the article includes 26 types of products, each of which has additional items for product groups. 57 types of products have been separated (excluding excluded and invalid items). This new list excludes various types of products for which technical regulations of the Eurasian Economic Union (TR EAEU) or Customs Union (TR CU) already apply, for example in the regulations for rail transport.
New products on the list
The changes concern the appearance of new products on the list that were not present in the previous edition of the list:
- Pipes and pipelines parts made of thermoplastics
- Pipe fittings: ball valves made of brass (re-included in the nomenclature).
- Products made of polymer composite materials for building purposes
- Civil and service weapons and their parts (several groups were distinguished in the previous edition).
- Construction products made of concrete
- Sealants
- Pipes and details of pipelines from cast iron
- Metal building materials
- Glass for architectural and construction purposes (re- included in the nomenclature).
Change in the form of confirmation of compliance
The form of confirmation of compliance changes for each item. This applies, inter alia, to a new list of sports equipment (bows, sabers, swords) that will be subject to mandatory certification, and in the current version only a declaration of conformity is required. High voltage electrical equipment (valve arresters and surge arresters for electric rolling stock and power equipment for railways, electric traction equipment for electric locomotives and electric trains, automatic high speed switches for rolling stock) will be completely excluded from the new certified lists. These products will remain on the list of goods subject to the DoC.
Review of the updated list of products subject to a declaration of conformity in accordance with GOST standards
The new version of the list of products subject to the declaration of compliance with the requirements of the standards includes 67 items. There are currently 95 of them. The new edition of the nomenclature excludes product groups that are already subject to the EAEU TR and CU TR technical regulations. There are also new items subject to the declaration of conformity:
- Pipes and pipeline components made of thermoplastics: sewer pipes and fittings for them made of polyethylene. Other rigid polymer pipes. Polymer pipes with thermal insulation for heat supply systems and other plastic products for sewage (manholes).
- Sanitary and technical water fittings, mixers and cranes.
- Nicotine containing products.
When will the changes come into force?
Regulation No. 2425 will enter into force on September 1, 2022. This date does not apply to some regulations and will remain in effect until September 1, 2028. The permits issued in accordance with the rules of Regulation No. 982 will be valid until the expiry of the period of the useful life or use of the product specified therein, but not later than September 1, 2025. Until the same day, production and admission to trade in Russia is possible on the basis of previously issued conformity assessment documents. It is worth knowing that until September 1, 2023, it is allowed to manufacture and market products in Russia without documents confirming the mandatory confirmation of product conformity and without marking with the trademark in relation to products that are not subject to mandatory conformity confirmation before the date of entry into force of Decree No. 2425.
