New EAEU technical regulations for gas trunk lines
On December 24, 2020, at the meeting of the Council of the Eurasian Economic Union, one of the most awaited decisions on the energy market was made - the EAEU technical regulations "On requirements for gas trunk lines for the transport of liquid and gaseous hydrocarbons" were adopted. According to the information available so far, the effective date of the new regulations is July 1, 2021.
Gas trunk line - definition
The press office of the Eurasian Economic Union announced that the technical regulations define the concept of the gas trunkline as "one productive and technological complex consisting of interconnected facilities and structures, the purpose of which is to transport liquid or gaseous hydrocarbons". The adoption of this document is a step to ensure the functioning of gas, oil and petroleum products transport systems that meet the programs for their creation, on clear and transparent rules.
What trunk lines are not covered by the regulations?
The discussed technical regulations will not apply to offshore and industrial trunk lines, as well as:
- gas distribution and consumption networks
- autonomous gas networks
- vehicle gas refueling stations
- pipelines for the transport of light fractions of hydrocarbons and LPG (liquefied hydrocarbon gases);
- pipelines used in the process of extraction and processing of hydrocarbon raw materials
The regulations also do not cover pipelines for which an application for a reconstruction permit was submitted before the document entered into force, the design documentation was sent for examination in a state unit or in a situation when it was already put into use.
Many years of public discussion
It is worth noting that the work on the draft of EAEU technical regulations on gas trunk lines began in spring 2016. For many months there was a public discussion on the provisions and consultations with the interested circles about individual provisions concerning, among others, conformity assessment.
