New categories of genetically modified products and organisms that are not subject to state registration in Russia
Mikhail Vladimirovich Mishustin, Prime Minister of Russia, on April 16, 2020 signed the decree "On genetically modified products and organisms that are not subject to state registration in accordance with the Rules of State Registration of genetically modified organisms intended for release into the environment, as well as products obtained using such organisms or containing such organisms, including those products, imported into the territory of the Russian Federation, approved by the Decree of the Government of the Russian Federation of 23 September 2013 No. 839 ".
What are genetically modified products?
Genetically modified products and organisms, in short GMOs, are products of animal and plant origin, whose DNA has been changed to obtain the desired characteristics. Genetic engineering uses genetic modification to transfer the genetic code from one organism to another. The important information is that genetic material must be changed in a non-natural way to classify it as genetically modified.
Which product categories have been exempted from the state registration requirement?
The Government of the Russian Federation has decided that until January 1, 2021 inclusive, the following categories of genetically modified products are not subject to state registration:
- products intended for the production of animal feed, mainly soybean and soybean meal, the safety of which has been confirmed by the Federal Veterinary and Phytosanitary Surveillance Service. This confirmation must be issued in accordance with the Regulation "On the State Registration of Feed from Genetically Modified Organisms".
- genetically modified organisms used to obtain the above mentioned products and / or genetically modified organisms containing such products
