"Furniture" technical regulations will be updated
From November 16, 2020 to January 25, 2021, a public discussion on the draft amendment to the technical regulation TR CU 025/2012 "On the safety of furniture products" is scheduled in the member states of the Eurasian Economic Union.
The planned changes are aimed at finalizing the plan to introduce the technical regulations to the standard conformity assessment schemes approved by the decision of the EEU Council No. 44 of April 18, 2018, as well as the provisions of the Protocol on technical regulations in the territory of the Eurasian Economic Union.
Identification of furniture products
The first clarification in the field of furniture regulations concerns the product identification procedure. As a rule, product identification has to be performed by the certification body in the presence of the applicant.
The declaration may be registered by the manufacturer, an official representative authorized by the manufacturer, the seller and a testing laboratory. Please note that identification can only be performed by a certification body or test center included in the relevant unified registers of the Eurasian Economic Union.
Types of furniture subject to mandatory certification
Mandatory certification applies to:
- children's furniture
- furniture for teenagers
- furniture for educational and preschool institutions
The remaining groups of home furniture and furniture for public institutions and companies are only subject to the requirement to submit an appropriate declaration.
Schemes for issuing certificates and declarations
The certificate is issued according to one of the following schemes:
- 1s or 2s - in the case of serial deliveries
- 3s - in the case of a batch or a single product
The declaration is registered according to the following patterns:
- 1d, 3d or 6d - in the case of serial deliveries
- 2d or 4d - in the case of a batch or a single product
Schemes 1d and 2d can be used for declarations regarding furniture for bookstores and commercial enterprises, as well as chairs for lecture and conference rooms.
Custom furniture is also subject to mandatory compliance with the technical regulations. The form of assessment and related requirements depend on the result of the classification of the solutions used in the design and the materials selected. All schemes can be certified, and schemes 3d, 4d or 6d can be declared.
