Draft list of products subject to conformity assessment with the requirements of TR EAEU 046/2018 regulations

4 categories indicated on the list
It is worth noting that the technical regulation for natural gas was approved on September 14, 2018, and its entry into force is scheduled for January 1, 2022. The list of products subject to compliance with its requirements is based on proposals submitted to the Eurasian Economic Commission by the Ministry of Energy of the Russian Federation. It includes the following 4 items:
- combustible natural gas prepared for transport by pipelines
- combustible natural gas for domestic and industrial use
- compressed combustible natural gas
- liquefied natural gas
Documents confirming compliance with the requirements of the regulations
The document confirming compliance with the requirements of TR EAEU 046/2018 technical regulations for all four of the above-mentioned categories is a declaration of conformity. In the case of gas prepared for transport (category number 1), in addition to the declaration of conformity, it is also possible to present an additional document during the implementation of customs procedures - the so-called quality passport.
Identification of specific types of gas
According to the EAEU nomenclature of goods covered by the foreign trade code, liquefied natural gas has a code starting with 2711 11 000 0, and for all other types of natural gas a code starting with 2711 21 000 0. It is worth mentioning that when implementing the list, one should use both the name of the gas and the code indicated in the Commodity Nomenclature.
Natural gas compliance assessment
Pursuant to Art. The VI conformity assessment should be carried out prior to the introduction into the natural cycle of combustible gas. To undergo this procedure, a DoC prepared by the applicant must be provided. The choice of the declaration scheme used depends on the type of gas and the form of its release - it can be 1d, 3d, 4d or 6d.
