Decisions on railway regulations and on products intended for civil defense in the EAEU
On February 2, 2022, on the website of the Eurasian Economic Commission, official announcements were published on the adoption by the EEU Management Board of the decision on technical regulations regarding products intended for civil defense as well as railway goods.
The mode of introducing changes was adopted
The announcement informed, inter alia, that the members of the Management Board approved the procedure for introducing changes to the following technical regulations of the Eurasian Economic Union:
- technical regulations TR TS 001/2011 "On safety of rolling stock"
- technical regulationsTR CU 002/2011 "On the safety of high-speed rail transport"
- technical Regulations TR CU 003/2011 "On the safety of railway infrastructure transport"
Amendments to railway technical regulations
The discussed procedure allows for the possibility of manufacturing and marketing products before the expiry of the conformity assessment documents issued before April 6, 2022. On the other hand, products that were not previously subject to the mandatory conformity assessment procedure may be marketed without permits until April 8, 2024. Amendments to the technical regulations in the field of rail transport were adopted on September 14, 2021, and their entry into force is planned for April 6, 2022.
Transitional provisions for civil defense eyewear products
The key issue is the adoption of the decision on the technical regulations of EAEU TP 050/2021 "On the safety of products intended for civil defense and protection against natural and man-made disasters". It provides for the approval of these transitional provisions. Pursuant to them, until January 1, 2025, it is allowed to manufacture products for protection against random events and place them on the market in accordance with national conformity assessment documents (issued before the entry into force of the technical regulations). It became possible to manufacture and issue specific products without conformity assessment documents, as long as such a procedure was not required at the national level.
