On July 1, 2018, a new procedure for registration, suspension, renewal, and termination of the declaration of the conformity of the products with the Requirements of Technical Regulations entered into force in the Eurasian Economic Union.

The decision of the College of the Eurasian Economic Commission (EEC) № 41 of 20 March 2018 replaced the previous requirements for registration of declarations established by the Decision of the EEC № 76 of 9 April 2013. Declaration registered before the new provisions are valid until the expiry of their validity.

The decision № 41 establishes the procedures for submitting a declaration of conformity to the authorized body if this procedure isn`t provided by the legislation of a member state of the Eurasian Economic Union. Particularly, the procedure for registration the declaration in Russia has not changed, because this issue provided by the legislation of Russia.

To register the declaration, the applicant submits to the authorized body the declaration of compliance and documents attaching to it, including an application. Documents can be submitted in electronic or paper form. The decision № 41 specifies the content of the information that the application for registration of the declaration should contain.

Also, the decision states that, in addition to the documents required earlier, copies of evidentiary materials, including the results of tests and product measurements, must be attached to register the declaration. These copies must be entered in the national part of the Unified Register of issued certificates of conformity and registered declarations of conformity.

In connection with the increase in the filing of the false information in declarations, in Russia, information on research protocols will be automatically checked in the state information system of accreditation.
